This deliverable lays the foundations of MultiPoD by defining the user and system requirements for an inclusive, multilingual space for citizen deliberation. It opens with a systematic literature review on multiculturalism in deliberation technologies and compares it with existing digital tools. The review reveals a “Cultural Adaptation Gap”, since current platforms rarely go beyond literal translation and offer little transparency in their AI features. It then presents the co-creation process carried out with pilot partners through interviews and workshops, which identified the main challenges practitioners face, from reaching vulnerable groups to sustaining long term participation. These findings are translated into prioritised system requirements, use case definitions and sample user scenarios.
